Sandbox: Add development sandbox Docker Compose configuration
Tests: Fix PROMETHEUS_URL: No trailing slash, otherwise lots of 301
Tests: For unknown reasons so far, test_verify_read_activity now fails on developer workstation
Tests: Adjust subsystem label within Prometheus configuration
Chore: Update backlog
