Create seed data file #21

Certain data such as organism and experiment types can be stored in a configuration file and used to populate new instances of CravattDB. This should make it easier to spin up new test instances. Can use Alembic for this purpose: https://stackoverflow.com/questions/19334604/creating-seed-data-in-a-flask-migrate-or-alembic-migration, or go through API.
