Bump curl and c-ares versions #290

These versions are horrifically outdated. There's been a significant leap forward in bug fixes and performance.

It's required to explicitly specify which version of SSL is used now. I selected openssl because I know it works great for rtorrent.

I disabled the test suite for c-ares to pass the build. It's not required. There is no point to debug and adding extra compile time.
