Upgrade to c-ares 1.31 #369

This new release contains numerous bug fixes since the previous version. It also contain a performance increase for the purpose of rTorrent. DNS queries are now cached for 1 hour to avoid repetitive lookups. This will improve TCP tracker update performance.

The build logs have shown that curl v8.5.0 was successfully built with c-ares v1.31 and AsynchDNS is enabled.
