The library is not available on ubuntu 18.04, bionic. However I could not find this info on website or github. Is this documented ? where

What do you mean by is not available? It is not on cran yet, you have to install it via the devtools package. Before doing this you may need to install some dependencies like libgeos-dev, libgdal-dev ..., see the .travis.yml file for further information.
