Detect version of installed CRC and handle possible minimum #133

Users can have an old(er) version of CRC installed, which can be incompatible with the extension, like a missing --show-progressbars option.

We need to enforce a possible minimum, both from a requirement and supportable view.

Also see: https://github.com/containers/podman-desktop-catalog/pull/8#issuecomment-1562755358 as we might have to enforce the version of the extension too. We can not support < N-1.
