Add OpenStack driver for CI environments #1274

People use CRC in a CI environment, but this is often running as a nested virtualization (running from a VM), and this causes slowdowns/performance issues in the usage.

The current cluster image expects a single IP address and domain to operate.

Users can use the assisted installer to provision a single node cluster on OpenStack. They can use snapshots if it needs to be setup faster.
