Using the vocabulary manager framework, refactor each existing vocabulary Prov-o, and add publication vocabularies (Pav, ORE) to manager.

Some of this will be sorted out with a GraphFactory that can modularize the vocabularies. Publication vocabularies will be the next natural metadata to add to Smart Containers.
