[Bug] PDM support missing #531

Description

The public domain mark (PDM) was supported by the legacy chooser Public Domain Mark (Wayback Machine).

The current Chooser results in a 404 for: https://creativecommons.org/choose/mark/ 😢

Reproduction

Visit https://creativecommons.org/choose/mark/
- (redirects to: https://chooser-beta.creativecommons.org/mark/)

Expectation

Legacy feature should be supported or fail gracefully

Additional context

The Chooser PDM URL is linked from resources such as Publicdomain-printer.pdf
