[Feature] Add "Other Opportunties" section to Work Programs overview

Problem

Creative Commons has limited resources to participate in work programs. It would be good to direct potential contributors to all available opportunities.

Description

Add an "Other Opportunities" section to the bottom of Open Source Work Programs: Overview — Creative Commons Open Source with text and link. Something like:

## Other Opportunities

In addition to the opportunities to work with Creative Commons, documented
above, there are many other ways to learn and contribute to open source
communities:
- [tapaswenipathak/Open-Source-Programs][otherprogs]: A list of open source
  programs.
