Align header with the Vocabulary design system

Description

This pull request implements the necessary adjustments to the header design to align with the current Vocabulary design system, including the addition of the 'Explore CC' dropdown and the 'Donate' button.

Technical details

• The
  tag has been integrated from the design system.
• The primary navigation has been commented out, as it is not required for this website.
• The vocabulary folder, containing both the CSS and JavaScript files, has been added to the static folder:
