Update secondary menu in nav bar on license and chooser pages #1027

I made some updates to the "secondary menu" that runs across the nav bar on the site (added "Newsletter" and re-ordered/shortened the names of the other items:

@TimidRobot pointed out that these changes need to be made separately on license pages and the chooser page. I don't know how to do this. I'm logged into the site, but those pages do not appear to be edit-able to me.

Thank you. Is that something I would be able to update myself? I'm not understanding where/how to do that from reading the page linked to.
