Fix Homepage in Wiki Tab of this repository

The Wiki Tab of this GitHub repository is not clear enough to describe what it is going present .

It appears that it lists some steps in order to setup MediaWiki and its MariaDB which probably has been carried out for wiki.creativecommons.org some time ago .

Suggested fix:

The Homepage be renamed to Install MediaWiki in development or test lab
The new home page just tells that CC has a wiki in the wiki.creativecommons.org. Optionally give link to older homepage that describes how to setup MediaWiki.

As the repository wiki did not contain any accurate and current information, I deleted it.
