remove duplicate file with wrong filename #1134

Description

samplingplus_1.0.br.html is a duplicate with a bad filename:

9d702da3695ccd09b5b8cfa016189470  samplingplus_1.0.br.html
9d702da3695ccd09b5b8cfa016189470  samplingplus_1.0_br.html

The files have identical git logs. The bad file must have introduced prior to 2013.

Tests

On the staging server:

  1. I verified HTML status 200 (locally--bypassing the CDN cache):
    http -h http://localhost/licenses/sampling+/1.0/br/legalcode
  2. I manually removed both files and verified HTML status 404
  3. I restored only the correct file name and verified HTML status 200
