Stage corrected German 4.0 translation

Description

As discussed, please delete the existing German 4.0 branch and make a new branch from the main repository. From there, we should stage the following correction to all six files:

Section 3a1B imprecisely translates “indicate if You modified” as “angeben, ob Sie das”; this should read “angeben, falls Sie das”

Once the new files are on the staging site, I will send to the translation team for a quick review before merging. Thanks!
