License CC BY-NC-ND 4.0 offline #1210

It seems that the CC BY-NC-ND legaltext.nl is no longer loading from CC's servers. See attached image.

This was the result of a DoS attack.

I increased the sensitivity of the relevant firewall rule and blocked the most problematic IP address.
