I refactored all align="center" with style="text-align: center;" and also formatted entire project with html 5

The HTML legal code files are no longer used in production. Their use with the legacy ccEngine was replaced by the new CC Legal Tools on 2023-09-27. The current state of the files in this repository are described by the README.md (which was updated after this issue was created):

This repository still contains some legal code translation efforts. We are in the process of moving all translations to the CC Legal Tools project and Transifex:
