status: discarded

The legacy HTML legal code now only operates as an input for the CC Legal Tools (creativecommons/cc-legal-tools-app, creativecommons/cc-legal-tools-data).

The description of the pull request (PR) is incomplete and the file changes are minimal without end-user impact.
