Document online location of, as well as offline canonical versions of, every CC legal tool #985

CC promises to maintain always canonical versions of every legal tool it has ever published, including deprecated licenses and tools.

Sometimes links to online versions break. Sometimes it is difficult to find the exact version, port or translation of all such licenses.

For purposes of documentation, CC ought have a page on its website that documents every license and legal tool, where it can be found online, and where a static and canonical version can be found offline if the link is broken for any reason. It might even be nice to have a simple tool that a member of the public could use to find, e.g., "Swedish 2.0 port", and the search returns both the online version and the static and canonical version in offline form.

This may involve creating and indexing the legal code for every single tool, if that does not already exist.

This exists for the machines already and can be found on http://creativecommons.org/licenses/index.rdf

My suggestion is to add content negotiation to http://creativecommons.org/licenses/ and use the RDF as its base.
