[Bug] Documentation sections are missing permalinks on most components for easier direct linking.

Description

The global header and footer feature permalinks to more easily direct individuals to those sections, however the other components do not as yet have this functionality and they should. It's inconsistent and not as useful.

Reproduction

1. Go to the documentation site for vocabulary
2. Scoll to any component section that isn't the header/footer
3. See permalink's absence.

Expectation

All the components should have permalinks attached to them
