Integrate License Chooser #70

The license chooser was removed due to errors and a desire to avoid duplicating work being done by other Google Summer of Code projects.

Currently, the plugin only links to Choose a License.

We should consider adding license selection back in at a future date (after Summer of 2019).

This should wait until the new license chooser is farther along and provides a widget.
