Update to Bootstrap 4 #258

Might be able to clean out some of the JS at the same time. e.g. Popper.js

Wait for Beta 3, due to jQuery issues.

Bootstrap v4 stable is now out.

Double check the form validation classes still work!

Tofino v2.0.0 is updated to Bootstrap v4.3.
