When you have the Directory Gadget in a large Placeholder in a Presentation where the background image is scaling to fit the Presentation, it begins scrolling very slowly within about 10 seconds. #693

What steps will reproduce the problem?
1. Add the Directory Gadget to a Presentation in a large Placeholder and set 
Scroll by to be continuous and speed to fastest.
2. Notice that the Gadget starts to get very slow

What is the expected output? What do you see instead?
The Gadget should continue scrolling at the speed it is set at.

Even after running for 1+ hours, it does not appear to go back to the original 
speed as we thought it might.

Nope, we've been on 16.0.912.77 for some time.

We've discovered that the slow scrolling issue only happens when the background 
image scales to fit the Placeholder or the Presentation that the Gadget is in. 
For example if you have a 1920 x 1080 Presentation, and the image assigned to 
the background has a resolution of 1920 x 1080, the Gadget works as expected. 
If you are using an image that has a smaller resolution than 1920x1080, the 
Gadget scrolls noticeably slower.

Since the Gadget has no control over elements outside of itself, this has been 
logged as RVA Issue 635.
