Unable to grab scroll bar with touchscreen on display with latest version of chrome #725

What steps will reproduce the problem?
1. Add Nearby Gadget to a Presentation
2. Set navigation to top or bottom and the scroll bar width to 40
3. Run on a Display with a touchscreen running latest version of chrome

What is the expected output? What do you see instead?
You should be able to scroll through the list of places using the scrollbar.  
Instead it doesn't reliably grab it and maintain the scroll

What version of the product are you using? On what operating system?

Can you create a test Presentation for this one? I have no idea how to 
configure the Gadget settings.

I removed the scrollbar altogether and replaced it with swipe to make it 
consistent with the other Gadgets.

The good news is it scrolls on both Windows and Linux. The bad news is it 
selects while you are scrolling, and includes the list of items from the 
spreadsheet numerous times: http://screencast.com/t/J3jq6ZqpSzS.

Is it a problem if it's included numerous times? I would think it would make it 
easier for a user to find the one they're looking for. If it's not acceptable, 
I have to take out swipe since that is how the basic functionality works in all 
of our swipeable Gadgets.
