Some Instruments are not having historical data collected for the collection start time

What steps will reproduce the problem?
1. Open the following URL in a browser - 
http://contentfinancial2.appspot.com/data/historical?id=7f4115a7-7db3-4ad7-aefa-
1942e0e3b68c&code=IBM.N&kind=Week
2. Note that IBM in the configuration spreadsheet has a collection time 
starting at 9:30, but there is no data being returned for that time.

What is the expected output? What do you see instead?
I would expect that data would start to be collected at 9:30, the same as 
GOOG.O works -

As per Alexey: "From what I can see, this is a problem on Reuters' end: even if 
I request data for IBM.N starting at 9:00am last Friday it will still return 
data starting at 10:00am. Other instruments do not seem to have this problem. I 
can only assume that Reuters doesn't have data for IBM.N before 10am last 
Friday. There is nothing I can do about it from my end unfortunately, as such I 
think that this bug should be marked Invalid."
