URL Gadget does not update with refreshed images. #757

What steps will reproduce the problem?
1. Add URL Gadget to a Presentation and point it to an image using HTTP(on 
Amazon for example).  Ensure you have set a refresh rate in the Gadget
2. Run this on a Display
3. Update the image on Amazon (overwriting the original)

What is the expected output? What do you see instead?
URL Gadget should update at the given interval with the new image.  Instead, 
even after verifying the image via a browser, the Display still hadn't updated

What version of the product are you using? On what operating system?

Please provide any additional information below.
We found that using HTTPS gave better results in having the Display updated 
compared to HTTP, but that option may not always be available.
