Chart Gadget failed to load after a scheduled restart #765

What steps will reproduce the problem?
1. Run the Financial Table in a Presentation
2. Have a Display restart (probably needs to be when markets are closed)
3. Run display over night

What is the expected output? What do you see instead?
Chart Data should be retained after the restart.  Instead, the Gadgets failed 
to load (there are 503 errors in the logs)

What version of the product are you using? On what operating system?

The financial test data server will need to be brought down in order to test 
the fix.

If the Financial Data server is offline and the Display restarts, there will be 
no chart information shown since the Display is not able to get the 
information.  Once the financial server is online and available, the charts 
will start populating.
