Gadget requested after hours that has never been requested before will not show up the next day.

By design, the gadget will attempt to retrieve the data 3 times. After 3 failed 
attempts the gadget will not attempt to retrieve the data again. If a user adds 
a RIC after market hours & that RIC did not previously exist, it will likely 
not appear the next day because nightly scheduled reboots occur at 3 AM. The 
data for the RIC (that does not already exist in financial database) will not 
be returned until the market has opened. Therefore, a reboot would be required 
AFTER the market has opened in order for the data to appear. 

To fix this it sounds like we need to change the logic for symbols that have 
never been requested before, i.e. new symbols to our database, in this 
circumstance they should be collected immediately, regardless of collection 
times.
