T-Bill financial data is inaccurate #803

What steps will reproduce the problem?
1. View T-Bill real-time and historical data at the following URLs -

What is the expected output? What do you see instead?
Historical is returning Last Prices starting with 99, while Real-Time returns 
Last Price data starting with 0, so you get a chart that drops off dramatically.

Also, collection times are not correct. Data should be collected between 9:30 
and 4:30. On the real-time server, data stopped collecting at 12:49, while 
historical data started being collected at 10:25 and ended at 2:25. There are 
also large gaps in the historical data and it seems to be captured at random 
intervals.

As per Alex K. - "Reuters say they are working to re-map the histories for the 
specific RICs below and if all goes well, they can release it into production 
by Dec. 5.

Spokw with Alex K, the last update from Reuters said Jan 10th is the resolution 
date for this - but we'll have to see if it actually happens or gets delayed 
again.

As per Alan and Alex K: ASC: Neal, I’m pretty sure all the month treasuries 
(1M, 3M, 6M) are fixed. The yearly ones are still pending being fixed by 
Reuters. Their next update re: the status from Reuters is expected tomorrow. 
Alex, do I have this right?  AlexK: Yes, that’s correct.

As per Alex K: Rise Display had a conf call with Reuters on Friday and they are 
supposed to be sending info to Alan for using a different data source 
(possibly) in the meantime while they see about fixing it altogether ... I 
don't know the status from Alan now of course but it will involve asking a 
developer to look at it.
