cursor hover shows no pointer #27

image when my cursor hovers over ABOUT, it will show as a pointer, but when I hover over ACCOUNT, it will show as an input-style cursor, how can I make them consistent. the same problem goes into this drop-down list in the top navbar as the picture below, when my cursor hovers over Action item, it shows as an input-style cursor rather than a pointer style. image
