Use case 1.5.3 overlooks the de facto mandates for advertisement registration. No agency would accept any creative that isn't registered with Ad-ID. That isn't exactly a law but every member of the Association of National Advertisers scrupulously sticks to agencies that are on good terms with Actors' Equity. If the political ad described incorporates any genuine actors (either on camera or providing voice over) then it would be an explicit talent contract violation to master that spot without an embedded Ad-ID.
