Issuer student cred: re-implement based on list #28

Re-implement the issuer site for the student credential. The issuer should issue student credentials based on a list of Kerckhoffs' students linked to federation IDs (presumably based on their student number).

Can you please provide an estimate of the amount of time needed to implement this and an estimate when you expect this to be ready?
