Issue Not clear who to direct questions on issues with Model Framework

Solution Clear guidelines, for example: discord channel or link with the correspondence form

Feedback NZ: this will be the DISCORD channel and the engineering/crypto/modeller team will have a HEAD role that handles announcements and there will be a SUPPORT role as well

@MattCMK We probably want a page in the developer-docs site (this repo) for Support that lists the discord channel, opening issues on github etc. for this repo and the model-py repo.
