Team change functionality in api v1 #6

Same as #5 but in api v1. It seems that current functionality makes in possible to change team even without explicit team change operation. When submitting a detection it is possible to explicitly declare a team.

User is able to supply a new team in detection frame. New team name will cause team change or creation of new team. Done in e35fb3b21ab704374d6ddc5f56b3dff8060b7cb5
