add URL parameter v=3.3 - fixes #23 #24

Fix issue #23 - restores broken drag scrolling. Tested 2018-05-30.

Does this still work? v3.3 is removed entirely now, I believe.

It does not. Maps that use this no longer work very well because Google is sending a newer version even when this param is supplied.
