Convert encoding #24

Hi. File "locale -> ru_RU -> translations.php" need covert to UTF-8. Default set "Windows - 1251" and not working.

I dont know what that means and I dont touch translations, I speak English and English only.

Someone who knows Russian can send a PR for that one
