Fix character count #9

Setting the pet's name as a value that is too long can crash the server or cause issues. I've capped the pet's name to 25 characters in this code, it's not completely necessary but it's here if you'd like to add it

This includes changes from my previous pull request (which I have now closed)

"Adds SCP2176 as a valid hat

Fixes issue https://github.com/creepycats/SCPCosmetics/issues/6 where the .pet command returns the .hat response."
