Issue 9 windows symlinks #12

Now skips symlink tests if symlink creation is not possible. Closes #9.

Note: test t/07_symlinks.t still fails; the issue is resolved through the Patch to File::Find available in https://github.com/Perl/perl5/pull/20008.
