make a new Dockerfile for plahm

install additional packages
- JDK (for X10)
- X10 (for plham)
- R (for plham)
- nkf (for text code modification)

put a script to setup plham

download plham from githb
build sample binary CI2002
install CI2002 ot OACIS
install seminar Simulator to OACIS
