There's an issue with Intel Graphics Command Center Service (igccservice.exe) that's using port 9001 & 9002, it's causing this annoying error. Well, to fix this issue it's only necessary to disable this service.
Windows > Services > Search for "Intel Graphics Command Center Service" and disable it. That's all.
