Use cloud datapoints to show timestamps in timing sidebar

Currently timestamps are only the ones stored in crewtimer-connect and sent to the cloud. When reviewing a recording later these times do not populate if the local history has been cleared.

This change would populate the timing sidebar with data from the cloud if local data is not present.
