I did a test run of the tool with a Building session. Not sure what is and is not possible to implement, but have some suggestions. Feel free to take or leave:
Having the Next and Previous buttons at the top of the page rather than the bottom felt counterintuitive. In some stages you have to scroll down sufficiently that the buttons are gone from view. I think it would flow more intuitively if you finish a page/task and the Next/Previous buttons are waiting at the bottom of the page.
Location map; if you change the address/location on the map, the dot does move to the new location but the map doesn't zoom you there. Might not be possible to implement but would be more convenient. If the search bar auto-populated as you typed in a location/address that would also be a nice-to-have feature. Small complaint but would also be nice for "Enter" to function as "Search" instead of actually having to click the Search button after typing in a location.
The "Substantial" designation in the vulnerability heat map feels a bit subjective, in that it's not clear what the difference between High and Substantial vulnerability would be. I think it could be High, Very High, Extreme, or possibly just remove the Substantial altogther and just have High and Extreme.
Once the heat map is completed, the next step with the infographic encourages the user to go back and iterate on the heat map. I tried to do this a couple times but it seems that the heat map becomes "locked" and uneditable once you have gone to the next step. The only option I could see to iterate on the heat map would be to start a whole new session.
The light yellow and yellow colours in the infographic map were hard to differentiate from each other.
In the last step (climate data sources/suggestions), if you open more than one drop down menu at once, the information disappears into the footer of the website and you can't keep scrolling down, so only one tab can be opened at a time.
Did find a fair amount of typos/errors/awkward sentences throughout - but assume text will be edited and finalized at a later date?
