This is a plan for the @criminaljusticehub/user-research-team to undertake initial exploratory interviews with various user groups. This will be complete when

[ ] Approach to interviews is clear
[ ] Timelines have been defined
[ ] Objectives of interviews are defined
[ ] Plans have been reviewed by wider team
[ ] Plans approved by UR lead
