Your legal rights - guide #204

I've reworked previous 'I've been charged' page into an overall guide on rights. This merges info with another existing page, 'I've been arrested'.

Very much a sketch out at this stage. Needs refining!

This was originally SW's task. Happy for someone else to take ownership if they have the capacity. I have added any of the resources I could find above relating to this article. ☺
