Request from San Joaquin information department:

Be able to whitelist certain emails for admin access, who can create new boards
Stretch: Be able to whitelist cellphone numbers so posts can be created by texting a number.

More specific spec/story:

In the admin settings panel, I want to be able to add users to a viewing/editing/admin whitelist which determines their forum access. This can be implemented in a bunch of various ways, including by a text file, a dropdown menu, a regex screen (for emails or phone number area codes), etc
