Python application for controlling the motor

A python script for controlling the motor should be implemented. DoD:

• The python script starts a socket communication with the c++ controlling application
• It reads messages from a file and sends them to the controlling application.
• The messages are correctly processed(e.g. move the car, turn left, ...)
