LWRP 'access denied' when chef runs as System on Workgroup server #3

When chef run as LocalSystem on a non-domain server, it can't access WSMAN. Currently the only documentation/source is: https://social.technet.microsoft.com/Forums/en-US/40cd085f-9a71-47a1-825b-79bde4f13fb2

Wsman provider is using HTTP to communicate with the WinRM service. We should move to registry key solution in order to fix the issue ...
