Add bgutil web #396

bgutil web will provide an API to use bgutil/accessor as a service plus a very minimal API to get/set metrics and points.

Later, it will also allow use to run bgutil clean/repair which will make it easier to debug what is happening using the nice gourde web interface.

Skeleton of what will be the BigGraphite console

Displays configuration
Simple API to get infos about a metric
Raw API to run bgutil commands
Unit tests
