Avoid linking years for 3 CFR YYYY Comp & 3 CFR YYYY-YYYY Comp formats https://criticaljuncture.slack.com/archives/C02FT1DL6NA/p1703788913703019

Expected behavior

3 CFR 1959–1963 Comp should link only 3 CFR other examples: https://www.ecfr.gov/current/title-26/part-303/section-303.1-1#p-303.1-1(b) examples w/out a comma following CFR from https://www.ecfr.gov/search?search%5Bdate%5D=current&search%5Bquery%5D=comp 3 C.F.R. 298 (1992 comp.) 3 CFR, 2019 Comp.
