Are you doing this though the API or web interface? Can you provide additional logs for this issue. I assume this is a dependency or misconfig and I need those details to help you further.

Looks like you need to install dependencies for each of those services (there's DEPENDENCIES file in each *_service folder)
to upload a screenshot to a campaign ?

My problem was solved doing this
pip uninstall PIL
pip install pillow
Just to note for anyone to comes to see this, Pillow is a required python package and is in the requirements.txt file.
and on ubuntu one needs to install shedload of -dev packages for image formats (that is if you want the preview_service to work properly)
